After receiving his LLB from the University of Karachi, the senior Supreme Court judge enrolled as an advocate in May 1981. On August 26, 2002, he was appointed as an additional judge of the Sindh High Court (SHC), and he was confirmed as a SHC judge the following year.

Justice Baqar’s decisions in terrorism cases irritated terrorist organizations, and he was targeted by Lashkar-e-Jhangvi militants in a bomb explosion on June 26, 2013, in Karachi. He, along with law enforcement agents, were injured in the incident. However, the judge returned to work after months of rehabilitation.

One of his significant decisions was in the case of the Baldia factory fire, which resulted in the highest compensation for the victims of the arson.

Justice (retd) Baqar has repeatedly pointed out faults in the judiciary.

Even in his parting statement to the Supreme Court, he admitted, “I believe that despite our efforts, we have fallen short of expectations.” Delays and pendency continue to be at an all-time high across the country’s courts. All parties should be concerned about the reality.

“It is therefore critical that we remove impediments to expeditious and low-cost justice and build dams against unnecessary adjudication delays with sincerity of commitment and a single-minded focus on fulfilling our constitutional role.”

After retiring, he spoke out against judicial corruption. During a discussion at the Karachi Literature Festival in February this year, Justice (retd) Baqar stated that corruption remained in the judiciary and that the appointment of judges was not always based on merit due to nepotism, favoritism, and the sacrifice of merit.
